The board of public affairs for the city of Napoleon worked on stabilizing electric rates for their biggest customers, during discussion Monday night.  Most of the big electric users are never sure from one month to the next what their generating costs will be for electricity from the city of Napoleon.  To help those companies get a better handle on those volatile rates; the Napoleon BPA and council electric committee talked about using an average over three months to create some stability for high-end users.   This could allow companies like plastics manufacturers and cold storage companies in Napoleon to plan better for their energy costs from one month to the next.
